I am not sure what to do next. I have asked Dieter about Noisette, opened the hazelnut safe in the underwater tunnels, and I have the decoder. I am not sure how to move forward though, maybe I need to use the paper with the eyes on it?

The clue for the paper with the eyes was given to you by the historian- Lynn whatshername. You can use the decoder to type out the code in

but you will need to set the dials correctly first- have you solved this part yet?
