Glitch in game?

I am stuck. I'm worried there is a glitch in the game.
I have

• Talked to Alejandro about the papers in Johannas office. I know he is suppose to day something about cinnibar and he never did. Talked to prudence and she's sending me package. When I try to call again I get her vm. I can't call about the red hand paper I found... I tried calling from the desk phone and it just says *ringing* and never connects I haven't done Ham radio because I need the translation for snake. I tried calling the CCCC and got the automation to call during office hours. When I call during office hours I get the same *ringing* note and it never connects I have one jade piece from the art work in Sinclairs office. I talked to Papa obviously because I got the jade piece from her art.

What am I missing?

Did you read Henrik's disc on your hotel computer? There is a trigger in it for starting to get the translation for the word you need.
For CCCC are you using the hotel phone?
Do you know where to look for delivered packages?
Not sure who you are trying to call about the paper. There isn't anyone to call specifically about, if I remember correctly.
