That's correct. But first you have to

have opened up the spyhole and gotten the key. Go to the cultural room after hours (when Takae is sleeping) and use the key on the door to get inside.

I do.

When i opened up the spyhole, M & R were arguing. Talked to both, the went to get cat coller. Were do you get the key from?

Okay, so this all happens at one time (it's pretty confusing) so here goes:

you should already have a key (I forget from where) Sneak into the cultural room after Takae is sleeping and open the chest on the left side. There's a teapot and a skeleton key there. You can use the teapot to open the sealed envelope.

If you want direct instructions on how to open the envelope, let me know. :)

The only key I have is Nancy's to room 24. Never say another anywhere.

In English, it's "takakawa". Look at the book of Japanese characters in the cultural room.

You get the key to room 18 after you record sounds around the ryokan.
