Biometric Fingerprint & Getting Victor to Come

I see that Victor needs to show up before I can get the fingerprint, but I cant trigger getting him to come. I have:

Listened to 2 of Niko's Audio Diaries, Watched three surveillance videos, Solved the book puzzle, Fixed both Tesla Coils, Played the music on the small one and got the note, Done the black light task, Opened the compartment in greys room, Analyze the security video. And I have the gummy, knob, and beaker. I have Phoned Victor Recently too.

Only two things on my task list are:

Find out who killed Niko Bypass the Fingerprint Scanner.

What am I missing?
