I am now at the part of the game where Harlan is supposed to call Nancy and gives her an envelope with a key inside.

But every time I go to Harlan's office, he will not talk to be because he is still mad at Nancy.

I have to get that envelope from him.

Have you tried going back to the hotel after that?
That's what worked for me. :)

You have to go to the Carousel, Haunted House, Joy's office, Hotel,... anywhere! He will call you to his office.
